Reviewing principles

Review rules

The submitted manuscript are reviewed with the following criteria:

1. Originality: Does the paper contain novelties on the subject matter, whether it contributes to the state of knowledge, or does it correspond to the content level of the journal, or whether the topics described are relevant for the development of science or practical applications.

2. Layout, i.e. whether the paper presents a logical layout of the content and clarity of the derivation and whether the preferred layout of the transmitted content is maintained, i.e.:

Title - Does it correspond to the content of the paper,

Summary - Does it reflect the content of the paper,

Introduction - Does it describe what the author intended to achieve and makes clear the issues covered in the paper (introduction may include a review of literature on the subject, description of the experiment, hypothesis, general plan of the experiment or methods used)

Test methods - detailed explanations of how the results were obtained. Consideration is also given to whether the test methods are appropriately selected, whether they are accurately described (if the methods are new) or the author adequately describes the method of performing the test

Results - Does the author logically and clearly explains what he stated as a result of the research that he performed including correct analysis of the results,

Conclusion / Conclusions - Are the statements / conclusions supported by the results of the study, or does the author demonstrate how the results relate to expectations and previous study, do the results confirm or deny previous theories,

Drawings and tables: whether the illustrated drawings and tables clearly illustrate the results of the research and whether they are comprehensible to the reader as to be an essential illustration of the content of the paper.

3. Previous research - if the paper contains previous research results, whether relevant literature references,

4. Ethical issues - is the paper not a copy of another article (does plagiarism).



Review procedure

1. After qualifying an paper submitted by the Author as consistent with the journal's profile, the Editor-in-Chief, after consultation with the Subject Editor, will select two independent Reviewers outside the research unit affiliated by the Author of the publication. The selection of the Reviewers is made by the authorities recognized in the field, the selected Reviewer must guarantee: independent opinion; No conflict of interest, expressing in particular the lack of direct personal or business relations with the Author of the manuscript and direct scientific cooperation in the last two years preceding the year of preparation of the review; confidentiality as to the substance content of the materials as well as the opinions about them.

2. To evaluate papers in a foreign language, at least one of the appointed Reviewers must be affiliated to a scientific unit or a foreign institution other than the Author of the Work.

3. After selection of the Reviewers, the Chief Editor contacts them by specifying the subject matter of the publication (description or abstract), required review scope and deadline.

4. After accepting the offer by the Reviewers, the Editor sends them a full text of the manuscript requiring review.

5. A review of the manuscript is done by standard "double blind review", which means that Authors and Reviewers are not aware of their identity. Before submitting an manuscript to the Reviewer, the Editor is making every effort to remove any information that may identify the author from the content of the manuscript. Editors may, in justified cases, allow other review procedures, however, in which case the reviewer is obliged to sign a declaration of non-conflict of interest.

6. Personal data of the Reviewers are undisclosed and may only be declassified at the author's request and with the consent of the Reviewer, especially in the case of negative reviews or manuscripts containing questionable items. At least once a year the Editors publish in the journal the full list of Reviewers they work with.

7. The Reviewer will submit the completed review electronically to the Editor's email address provided in the correspondence or on the review form. Outside the review form, the Reviewer may also forward comments in the electronic version of the reviewed manuscript.

8. Upon receipt of the review, the Editorial Board: may inform the Author of its receipt (in the case of reviews that do not require amendments or the need to introduce only minor editorial changes); directs a review with critical comments to the Author who makes the required corrections, and in the case of comments that he does not agree - prepares a response to the review, redirects the manuscript to the Reviewer after introducing changes - if the Reviewer finds it necessary to re-review.

9. The final decision on the publication of a scientific paper is made by the Editor based on the analysis of the comments contained in the review and the final version of the manuscript provided by the Author.

10. In the case of a reviewer disqualifying an manuscript, the Editor-in-Chief decides to reject the publication or directs the manuscript to another Reviewer.

11. The final version of the paper is sent to the Language Editor and the Statistical Editor (if required), and then - after breaking and making up- is sent to the Author to correct.

12. Non-scientific texts do not require a review and are eligible for publication directly by the Editor-in-Chief.
